In 2012 CBHCC was funded by SNV to form and train COWSO in existing water projects in Arumeru and Meru Districts (Arusha Region) and Mwanga Districts (Kilimanjaro Region).
The water projects existed but had management problems which led to non availability of water to some of the villages.
